A Mystery

The piece of regalia illustrated below held in the Foresters Heritage Trust collection is something of a mystery. It is a presentation piece by a Scottish Foresters Court but no one knows what the initials on it stand for.

Normally the initials on insignia stand for an office held but these initials stand for no known office. One possible guess is "National Secretaries Association".

My own guess is that the initials are those of the gentleman who was presented with the regalia. They are exactly the same initials. If this is so it would be fairly unique.
